Is it permissible to declare someone an infidel (kafir) if he forces his wife not to wear the hijab?

A woman covering her hair from non-mahram (definition) men is obligatory by scholarly consensus. A husband forcing his wife to uncover her hair is a great sin and a sign of weak ghira (protective jealousy), but it is not considered disbelief unless he deems the abandoning of hijab (definition) permissible. A specific Muslim is not ruled to be an apostate except after the fulfillment of conditions and the absence of impediments, and this is referred to a Sharia (definition) court. Whoever's Islam is established with certainty does not exit from it except with certainty.
