There is no harm in wearing the tarha or the aforementioned head covering in front of women and mahrams. However, it is not permissible to appear with it in front of non-mahram (definition) men (ajaneb) because it does not achieve the required concealment and because it is an adornment. As for what was said about it being a Jewish hijab (definition), it has not been definitively proven. And even if it were true, it has become widespread among Muslim women, thereby removing the prohibited imitation.
