If you are able to reside in a Muslim country where you feel safe in regard to your person and your property, then it is obligatory for you to migrate to it. Otherwise, there is no blame upon you for remaining where you are until Allah facilitates a way for you, provided that you are able to observe your religious obligations. If not, then it becomes obligatory for you to migrate to another country—even a non-Muslim one—where you can observe your religion.
