Who was the first to propose the idea of establishing an Islamic Fiqh Academy?

Some scholars have called for the establishment of a jurisprudential academy (fiqh council), among them Al-Tahir ibn Ashur, who stated in "Maqasid al-Shariah al-Islamiyah" (The Higher Intents of Islamic Law) that ijtihad (definition) (independent juristic reasoning) is a collective obligation (fard kifayah) and called for the formation of a scholarly academy comprising senior Islamic law scholars from various countries and schools of thought to discuss the needs of the Muslim nation. The Islamic Research Academy of Al-Azhar is considered the first jurisprudential academy in the contemporary sense, established in the 1960s, followed by other academies such as the Islamic Fiqh Academy affiliated with the Muslim World League and the Organization of Islamic Cooperation.
