Traffic laws aim to preserve lives and wealth, and are permissible due to their underlying benefit (maṣlaḥa mursalah).

However, two matters must be observed:

1. Financial penalties are not permissible, because ta‘zīr (discretionary punishment) through financial means is by consensus.

2. Arbitrariness and injustice in applying the law must be avoided.

If you avoid financial penalties and arbitrariness, then there is no blame upon you for working with it and recording violations that do not involve financial punishment or arbitrariness.
