Are the circumambulation (Tawaf al-Ifadah) and the ritual walking (Sa'i) valid if there was pre-seminal fluid (madhiy) before the circumambulation, and the penis was washed and the garment sprinkled with water without pouring it, followed by ablution (wudu), then the circumambulation and the ritual walking, or must the circumambulation and the ritual walking be repeated with new clothes?

The majority of scholars hold that the testicles do not need to be washed after the emission of madhy (pre-seminal fluid) unless they have been soiled by it. As for clothing that has been touched by madhy, the majority of scholars are of the opinion that it must be washed, while others believe that sprinkling water on it is sufficient. This latter view has been preferred by some scholars.

If you mean that you moistened your hand sufficiently to sprinkle the area where the madhy was, then your tawaf (definition) (circumambulation) is valid according to some scholars. However, if the sprinkling was insufficient, the impurity remains, and your tawaf is invalid according to the majority of scholars, and you must return to Mecca to re-perform the tawaf.

The Ifadah tawaf does not have a specific time limit, but if it is delayed, you remain in your state of ihram (definition) until you perform it. If your tawaf was performed after the first partial release from ihram, then the prohibitions of ihram are lifted for you except for sexual intercourse. However, if the first partial release from ihram has not occurred, then you must abstain from all prohibitions until you perform the Ifadah tawaf.

There is a view among some scholars that tawaf with ritually impure clothing is valid. This view contradicts the opinion of the majority, but it can be adopted after the event has occurred, and accordingly, your Hajj would be valid.
