The answer

If a Meccan pilgrim intends to perform a voluntary circumambulation ( tatawwu') and then perform the sa'i (ritual running between Safa and Marwah) for Hajj before standing at 'Arafah, this action of his is not correct. This is because the sa'i is valid only after the tawaf al-qudum (circumambulation of arrival), and there is no tawaf al-qudum for a Meccan. If he does this, he must repeat the sa'i because it occurred out of its proper place.
