Is addressing or looking at poor male workers in the ministry considered forbidden, even if it is for the purpose of treating them kindly and helping them?

It is permissible to interact kindly with men and to be good to them, and it is not permissible to belittle them or harm them. However, it is not permissible to be submissive to them in speech. It is permissible to help them and address them out of necessity, without submissiveness. As for a woman looking at a non-mahram (definition) man, there is a difference of opinion: some prohibit it, based on the Almighty's saying: "And tell the believing women to lower their gaze," and based on the hadith (definition) of Umm Salamah, in which the Prophet, peace and blessings be upon him, ordered her and Maymunah to veil themselves from the blind Ibn Umm Maktum, and this is the more cautious opinion. Others hold the view that it is permissible as long as there is no suspicion or lust. According to this view, it is permissible for you to look at what a woman is permitted to look at of a non-mahram man, without lust or suspicion.
