Is it permissible to study abroad with a mahram present, despite the fear of the religious ruling and society's view?

If the mahram (definition) will accompany you throughout the study period and on your return, and the study is suitable for women and free from prohibited mixing and seclusion (khalwa (definition)), then there is no sharia (definition) impediment to it. This is especially true if the specialization is something the community needs and is related to women, and is not available in Muslim lands, while adhering to Islamic manners and ethics.
