What is the ruling of Islamic law regarding a man who insulted a disabled woman and refused to apologize to her?

It is not permissible to insult or demean a Muslim, for the Prophet, peace and blessings be upon him, said: "Insulting a Muslim is wickedness and fighting him is disbelief," and "The believer is not a slanderer, nor a curser, nor an obscenity speaker, nor an ill-mannered person." Whoever has demeaned and assaulted another must apologize for their mistake, especially if the matter involves a kin. It is more virtuous for the one who has been wronged to show patience and forgiveness, seeking reward from Allah, for Allah Almighty said: "And those who control their anger and pardon people—and Allah loves the doers of good," and "So whoever pardons and makes reconciliation—his reward is due from Allah." And the Prophet, peace and blessings be upon him, said: "Charity does not decrease wealth, and Allah does not increase a servant who forgives except in honor, and no one humbles himself for the sake of Allah except that Allah raises him."
