Legal Ruqyah (definition) is permissible for both the afflicted and the un-afflicted. A person can perform it upon himself, or have one of his relatives or those known for their sound belief and adherence to the Sunnah (definition) perform it upon him. Furthermore, maintaining prayer, remembrances (adhkar), and seeking refuge (ta'awwudhat) fortifies the Muslim. The husband's repentance from abandoning prayer due to his wife's illness is not blameworthy if he is sincere to Allah, for calamities can be a mercy that reminds a servant of his Lord. Repentance from sins and returning to Allah removes affliction and brings healing. The fact that a person is a sinner does not prevent him from benefiting from the Qur'an. As for the ruqyah performer placing his hand on a non-mahram (definition) woman, this refers to a previous fatwa (definition). It is permissible for the ruqyah performer to take payment for legal ruqyah and to make it his profession.
