The question

Is it permissible to feed a brother who does not pray, nor fast, nor honor his parents, and practices sodomy and drinks alcohol, and to spend on him? And is it permissible to recite ruqyah and anoint affected areas with oil over which ruqyah has been recited for followers of heavenly books, such as Christians, for the purpose of healing?

The answer

It is permissible to feed and spend on a disobedient relative, provided that it does not aid them in their disobedience, as stated in His Almighty's saying: "And they feed food, out of love for Him, to the needy, the orphan, and the captive" (Quran 76:8); the captives were disbelievers.

As for a Muslim performing for a non-Muslim, there is no objection to it, nor to their use of blessed oil. The jurists have agreed on the permissibility of a Muslim performing Ruqyah for a non-Muslim, citing the of Abu Sa'id al-Khudri regarding performing Ruqyah for disbelievers. You should strive to guide your disobedient brother through legitimate means and supplicate for him.
