The question

Why did the jurists permit the Ruqyah of a disbeliever, even though the Quran is a healing only for believers, as evidenced by the verses: "And We send down of the Qur'an that which is a healing and a mercy for the believers, but it does not increase the wrongdoers except in loss" and "Say, 'It is for those who believe, a guidance and a healing.' And as for those who disbelieve, in their ears is deafness, and it is blindness for them"? And can the story of the stung person be interpreted as the people being stingy Muslims?

The answer

It is permissible for a Muslim to perform (exorcism/healing prayer) for a disbeliever using the Qur'an and supplications. This does not contradict the verses of healing mentioned in the Qur'an, because healing is of two types: healing of the heart from the diseases of desires and doubts (which is specific to the believer), and healing of the body through the medicines of the Qur'an and its Ruqyah (from which both the Muslim and the disbeliever benefit). This is evidenced by the Ruqyah performed by Abu Sa'id al-Khudri, may Allah be pleased with him, for the stung person.
