Is it permissible to be reimbursed for the cost of medicine from mandatory health insurance, knowing that there are opinions regarding the impermissibility of insurance?

Health insurance is forbidden because it involves harm and consuming people's wealth unjustly, due to the possibility of paying premiums without benefiting from them, or benefiting in excess of what was paid. However, if insurance is imposed on an employee and they cannot avoid it, then there is no harm in them taking from the insurance provider an amount equivalent to what they paid them.
