The answer

A woman must cover her 'awrah (intimate parts) in front of other women – which is the area between the navel and the knee – except out of necessity, such as for medical treatment. It is forbidden for a woman to look at the 'awrah of another woman. A woman can remove hair from her 'awrah by plucking, shaving, and other methods. However, it is not permissible for her to expose her 'awrah for this purpose unless other methods result in inflammation or severe harm. In such a case, it is permissible to remove hair with a laser by a Muslim female doctor, or for the woman to do it herself under the guidance of the doctor without the doctor looking at her 'awrah. A doctor should not remove 'awrah hair unless there is a permissible reason for it, and she may accept the woman's word regarding the harm, as mere discomfort is not an excuse.
