What is the ruling on imams inciting sedition from pulpits, which leads to destruction, devastation, and the burning of property, due to the proliferation of massage parlors in Muslim countries?

Opening places that lead to the uncovering or touching of awrah (private parts) is Islamically prohibited, except for medical treatment under the condition of necessity. The one enjoining good and forbidding evil (al-muhtasib) must observe the legal guidelines for enjoining good: starting with introduction and advice, then progressing to admonition and reprimand, and then changing with the hand, such as breaking instruments of amusement and pouring out alcohol, while ensuring that the enjoining of good does not lead to a greater mischief.
