"Taking a percentage on the amount a customer withdraws during a cash withdrawal is prohibited usury (riba), because the bank that issued the card is not entitled to take from the customer anything more than a fixed amount representing the actual fee for its services. This fee should not vary with the amount of money withdrawn. Financial transactions must be governed by regulations, even if they are conducted through Islamic banks."
