Is it permissible for an employee of the Ministry of Commerce to sell a voucher for construction materials, which the state provides to its employees, to someone outside the ministry for the same amount and without interest?

Selling the voucher (materials sold by the state to the employee) is either selling a debt to someone other than the debtor if the materials are owed by the state. Scholars have differed on its permissibility, but Sheikh al-Islam Ibn Taymiyyah and Sheikh Ibn Uthaymeen preferred its permissibility. Or it could be selling an item before taking possession of it if the materials are present and specified, which is a point of contention among scholars. In both cases, the state's regulations must be considered, whether they permit its sale or not, in accordance with the hadith (definition): "Muslims are bound by their conditions."
