Is the public interest prioritized over the private, and when is a prayer for evil answered, and is the prayer of the oppressed answered if they initiated retaliation, and how can the oppressed avoid transgression when responding to injustice?

If interests conflict, the public interest is prioritized. A Muslim has the right to retaliation (Qisas) or to supplicate against the oppressor. However, a supplication against an oppressor will not be answered after Qisas has been exacted from him, as it would then be considered an transgression and an injustice. Forgiveness and reconciliation are better, as Allah Almighty says: "So whoever forgives and reconciles, his reward is due from Allah." Ensuring no transgression occurs can be achieved by knowing the extent of the injustice. If it is unknown, it is safer to refrain from retaliation or to forgo some of the right.
