Is there a congregational prayer or a possibility of performing it congregationally during calamities that befall Muslims? And is performing Qiyam al-Layl (night vigil prayer), supplication, and reading the Quran congregationally for our brothers and sisters in Palestine considered a bid‘ah (innovation), knowing that the Messenger did not do so in fierce battles?

There is no specific prayer for calamities. Rather, what is prescribed is the supplication of Qunut, humbly entreating Allah, and repenting to Him when adversity strikes. As for performing Qiyam (definition) al-Layl (night prayer) in congregation outside of Ramadan (definition), it is permissible if it is not adopted as a regular habit, but it was not prescribed for the purpose of removing calamities. People might come to think it is a Sunnah (definition) if it becomes widespread among them, thus substituting it for what is prescribed, which is the Qunut supplication. Therefore, we do not see its permissibility with that intention. The same applies to reciting the Qur’an. As for supplication, it is prescribed in all circumstances and is especially emphasized during hardships.
