Does the concept of "those in authority" (Ulul-Amr) in the Qur'anic verse and Hadith include a husband over his wife and home?

There is disagreement regarding the meaning of "Ulul-Amr" (those in authority) in the Quran and Hadith (definition). The preponderant view is that they are the rulers and the scholars. None of the scholars included the husband within the general meaning of this term. However, the proofs for the obligation of obeying the husband are numerous and well-known, such as Allah Almighty's saying: "And for men is a degree over them" and "Men are in charge of women," and the Hadith: "If a woman prays her five [daily prayers], guards her private parts, and obeys her husband, it will be said to her: 'Enter Paradise from whichever of its gates you wish.'"
