Is it permissible to audibly supplicate in the third and fourth rak'ahs with the intention of praying for oneself and for the Palestinian people's victory, especially since some people do this in some mosques?

Qunut is prescribed during calamities in the five daily prayers and should be performed after bowing (rukūʿ). It is prescribed for every worshiper, whether he is an imam or praying alone. The follower must follow his imam. It is prescribed to recite the supplication aloud during qunut al-nazilah (qunut for calamity), regardless of whether the prayer is audible or silent. As for supplicating for oneself, qunut is not prescribed for it. The worshiper can supplicate for himself silently in every position of supplication in the prayer, and the most hopeful position for an answer is prostration (sujūd).
