Is it permissible to supplicate for provision and be persistent in it while raising one's hands, and does this contradict what Allah has decreed? And what is the validity of the saying that persistence and raising one's hands prevent the supplication from being answered?

"Abundant and repetitive supplication, and persistence in supplicating Allah, are encouraged in Islamic law and are among the causes for a prayer to be answered. The Lawgiver has indeed urged this. Any worldly or otherworldly supplication is permissible unless it involves a sin or severing ties of kinship. It is commendable to raise the hands during supplication, except in instances where it has not been authentically reported that the Prophet (peace be upon him) raised his hands. Raising one's gaze to the sky is forbidden during prayer, and there is a difference of opinion regarding it outside of prayer, with the majority view being that it is permissible. As for the claim that raising the gaze and persistent supplication prevent the prayer from being answered, this has no basis."
