It is not permissible to deceive or scheme to steal electricity, even if it is for the service of a mosque. This is forbidden, and the perpetrator bears the sin. The Imam's silence does not make it permissible. However, prayer in this mosque is valid and is not nullified by this usurpation, as it is unrelated to the conditions for the validity of prayer. Nevertheless, praying in mosques free from such reprehensible acts is better. It is obligatory to advise the Imam and those in authority to remove this reprehensible act, in accordance with His, the Almighty's, saying: "And cooperate in righteousness and piety, but do not cooperate in sin and aggression."
