What is the ruling on combining prayers and not performing Friday Prayer for those residing in France for seven or eight years, who have a dwelling, a job, and a car, and consider themselves travelers under the pretext of not intending to reside permanently, even though some of them have obtained French citizenship?

Whoever intends to stay for four days in a place is treated as a resident. Therefore, they must complete their prayers, attend Jumu'ah (Friday prayer), and fast Ramadan (definition). As for whoever does not intend this duration of stay, they remain under the ruling of a traveler, and it is permissible for them to combine and shorten prayers, and to be absent from Jumu'ah. Consequently, whoever intends to stay for four days and combines prayers or is absent from Jumu'ah is sinful.
