Is the saying that 'making up (missed prayers) is waived for whoever missed many prayers, while making them up is obligatory if they were few, whether with an excuse or not,' contrary to the scholarly consensus (Ijma'), and is it an introduction of a third opinion?

It is not correct to say that the make-up of many prayers is waived for one who missed them, whether due to an excuse or without an excuse. This is because sleep and forgetfulness do not waive the make-up by consensus, even if the missed prayers are numerous. Al-Zarruq and Al-Ayni narrated the consensus of scholars on the obligation of making up prayers, even if they are many. And whoever said that they are waived, on the pretext of the difficulty of repetition, has contradicted their consensus.
