The answer

Prayer is of great importance in Islam; it is the second pillar after the Two Testimonies. One who abandons it out of laziness is not considered a disbeliever according to the majority of scholars.

Based on this, it is not permissible to refuse intimacy with the husband, nor to neglect his rights or the rights of the children.

Efforts should be made to advise him. If he persists in his state, the wife may seek a divorce.

It is not permissible for a Muslim to side with the oppressor against the oppressed. She must affirm what is right and condemn what is wrong.

If the husband's neglect is in the form of abandonment and it has not yielded results, she should try another method, and abandonment should be according to what serves the best interest.
