Wudu is not obligatory before bathing. Rather, it is (recommended) before (ritual bath) for (state of major ritual impurity). Wudu only becomes obligatory when performing acts that require ritual purity, such as prayer, touching the Qur'an, and circumambulating the Kaaba.
