The answer

Allah has made it obligatory to perform (ritual bath) after major ritual impurity (), and has made (dry ablution) a substitute for it when water is unavailable or one is unable to use it for a legitimate Shar'i (Islamic legal) reason. The فقهاء (jurists) have not mentioned that shyness from performing ghusl or fear of embarrassment from people is an excuse that permits tayammum. Prayer in this case would be invalid, due to the saying of the Prophet, peace and blessings be upon him: "Allah does not accept a prayer without purification." Shyness should not be a barrier to doing what is right, for the women of the Companions used to ask the Prophet, peace and blessings be upon him, about their most private matters.
