What is the difference between water altered by chlorine, which removes its designation as water, and water altered by a pure substance that so overwhelms it that it loses its designation as water, such as ink or coffee, concerning which Ibn al-Mundhir transmitted a consensus on the impermissibility of purification with it?

Ibn al-Mundhir's consensus is that non-wine liquids are not permissible for Wudu or Ghusl (definition). This is what Ibn Qudamah mentioned, because Allah established ritual purity for water. The change in water due to chlorine is not among what was mentioned; rather, it belongs to the category of water mixed with a pure substance that can be avoided, and the name "water" remains. There is a difference of opinion regarding this type.
