What is the ruling on someone who masturbates and is unable to perform ghusl due to surgery? Is it permissible for him to perform tayammum for prayer, or is it that a concession is not granted for an act of disobedience?

We advise against masturbation because the majority of scholars consider it forbidden, in addition to the psychological and spiritual harm it entails. As for the rule "dispensations are not linked to sins," it does not apply to our case, because the reason for tayammum (definition) here is not janabah (definition), but rather the impossibility of performing ghusl (definition) due to a surgical operation. Moreover, if a sin accompanies the reasons for dispensations, it does not prevent the dispensation, like someone who disobeys Allah during his permissible journey. And if a person incurs janabah due to masturbation while knowing that water cannot be used, tayammum is permissible for him.
