Is it obligatory to rub the penis and the places of impurities during a sufficient ghusl, or is it enough to make water reach them?

In ghusl (definition), it is essential to ensure that water covers the entire body. Rubbing (delk) is not obligatory according to the majority of scholars. A reasonable assumption that water has covered the body is sufficient to alleviate hardship, and certainty is not a prerequisite for this. If impurity or an obstructing barrier is present on a limb, it must be removed before ghusl. Ghusl can be either complete (kāmil) or partial (mujzi'), and both suffice to remove janabah (definition) (ritual impurity). The complete ghusl is preferred as it includes the Sunnah (definition) acts.
