The question

Is it obligatory to wash the anus with water for every prayer when cleansing for someone who suffers from fecal incontinence, or is it permissible to use dry paper tissues for istijmar, and what is the sufficient amount for that? Is it necessary to change the tissue every time, especially if the impurity has dried, taking into consideration the great difficulty in washing with water?

The answer

"A person afflicted with سلس البول (urinary incontinence) or استحاضة (non-menstrual vaginal bleeding) may perform istijmar (cleaning with dry materials) just like healthy individuals. This involves three purifying wipes. If three wipes are not sufficient for purification, they should increase the number until purity is achieved, leaving only a trace that cannot be removed except by water. The wipe used for cleaning must be changed if it becomes soiled. It is also necessary to take precautions by placing something over the area to prevent the spread of impurity."
