The question

What is the ruling regarding the sensation of water from istinja' (washing after urinating or defecating) exiting the penis after performing istinja' from madhy (pre-seminal fluid)? And is the abundance of madhy or the swiftness and intensity of lust a disease? And is there a cure to reduce madhy?

The answer

"There is no consideration for the feeling of water entering and exiting the urethra unless it reaches the level of certainty. The default assumption is that it did not enter. It is recommended for those suffering from waswas (obsessive whispering) to sprinkle a small amount of water on their undergarments after ' (cleaning oneself after relieving oneself) to alleviate the waswas. Doubt about the invalidation of wudu' (ablution) after performing it should be disregarded. As for excessive madhiy (pre-seminal fluid), it is impure, invalidates wudu', and necessitates istinja'. If its discharge is continuous to the extent that you do not find time for proper purification, then you take the ruling of one afflicted with sils al-madhiy (incontinence of pre-seminal fluid)."
