Are the limits of proximity and distance in seeking water according to the Shafi'is specific to the traveler or do they include the resident?

According to the Shafi'is, it is not permissible for one who lacks water to perform tayammum (definition) unless he has searched for it within the "حد الغوث" (limit of abundant water) if he presumes its existence, or within the "حد القرب" (limit of close proximity) if he is certain of its existence. There is no difference in their view between a traveler and a resident in this regard. The reason that permits tayammum is the absence of water after searching for it and verifying its non-existence. The mention of the traveler in their books is due to the predominance of water scarcity for him.
