Whoever is in a state of and is unable to use water, he should resort to , and one tayammum is sufficient for him. However, he must intend the major impurity if he intends to make prayer permissible, or to make permissible what the impurity prevented. But if he intends the obligation of tayammum, it is sufficient for him.
