The answer

It is not permissible to abandon water for except for fear of harm from its use on the body, such as fear of a cold, an increase in illness, or a delay in recovery. As for the usual foot cracks in winter, they do not permit tayammum, because no illness or significant hardship results from them, and it is possible to heat water, use creams, or wash the feet once and then wipe over the khuffayn (leather socks). If no harm results from using water, then washing the feet is obligatory, and tayammum is not valid. There is no obedience to parents in contradicting the Shari'a. And whoever performs tayammum without a legitimate reason is obliged to repeat the prayers he performed with this tayammum, according to most scholars.
