Is it obligatory to make up prayers for which tayammum was performed because one's parents prevented one from performing wudu' due to cracked feet, and out of fear of their anger or reprimand?

Obeying parents in abandoning ablution (wudu') is not permissible because it is a condition for the validity of prayer, and there is no obedience to a creature in disobedience to the Creator. If washing the feet causes harm, one can wipe over the leather socks (khuffayn) or ordinary socks after completing purification. If washing the feet once a day is difficult, one must wash the other limbs of ablution and wash the parts of the feet that are not harmed, then perform tayammum (dry ablution) for the remainder. As for the past instances of tayammum performed under the belief of its permissibility, the person who performed it is treated as one ignorant of a condition for prayer, and the more cautious of the two opinions is the obligation of making up those prayers.
