Is it permissible for someone afflicted with eczema on the face to complete ablution with all body parts except for washing the face, given the impossibility of performing tayammum?

If the face is harmed by washing with water, it should be wiped. If it is harmed by wiping, then tayammum (definition) should be performed for it. If it is harmed by tayammum, then nothing is required. Only the healthy parts of the limbs should be washed. According to the Hanafis and Malikis, what can be washed must be washed, and tayammum is not obligatory.
