The preponderant opinion is that it is permissible for a menstruating woman to recite the Qur’an, provided that it is done without touching the Mus'haf (the physical copy of the Qur'an). It is also permissible for a menstruating woman to read the Qur’an from books of (exegesis) that are not predominantly Qur’an, and from the memory of a mobile phone or a laptop; because touching a mobile phone or a computer is not considered touching the Mus'haf.
