What is the difference between disbelief (kufr) and manifest disbelief (kufr bawāḥ), and is the saying that the Qur'an is created considered manifest disbelief?

It is not permissible to contend with rulers unless we see from them an open disbelief (kufran bawahan), meaning an explicit and manifest disbelief for which there is clear evidence from the Sharia (definition). Some scholars are of the view that its meaning is manifest disbelief. The difference between disbelief (kufr) and open disbelief (kufr bawahan) is that the latter is explicit and does not admit of interpretation, whereas the term 'disbelief' may sometimes refer to minor disbelief. The statement that the Quran was created is an open disbelief (kufr bawahan) by the consensus of the predecessors (Salaf), as it leaves no room for any other interpretation.
