Does the one who says the Quran is created commit an act of disbelief (kufr)? What is the meaning of this statement? Are there contemporary groups that hold this view? And what is the stance regarding them?

I have previously issued several fatwas clarifying the disbelief inherent in the statement that the Qur'an is created, and the distinction between ruling generally on the disbelief of one who says that, and ruling on the disbelief of a specific individual. The statement that the Qur'an is created means that it is like other creations, which Allah brought into existence from nothing, and this entails grave corruptions. In the present era, there are groups who assert the creation of the Qur'an, such as the Rafidah, Ibadis, and Zaydis. The stance towards them is to demonstrate the invalidity of their assertion with evidence and proof, and to warn against it.
