Is it permissible to broaden the intent of an endowment (waqf) whose proceeds were designated for serving the Holy Quran—by purchasing copies of the Quran and establishing centers for its memorization—to include serving the Holy Quran and calling people to the religion of Islam worldwide—such as building mosques, digging wells, and establishing Islamic centers—while keeping the service of the Holy Quran within the broadened intent?

It is permissible to change the condition of the endower if it leads to a greater benefit and a greater reward for the endower. So, if expanding the expenditure of the endowment's revenue to serve Islam and Muslims is more beneficial and rewarding for the endower, then there is no harm in that. Building mosques may also fall under the service of the Qur'an, as they are houses of worship and places for memorizing the Holy Qur'an.
