Reciting the Quran is among the best acts of drawing closer to Allah and is permissible in all circumstances. There is nothing to prevent its recitation when there is noise. It is recommended for the reciter to strive to eliminate distractions to aid in contemplation. However, if recitation is only possible with noise, then let him strive to focus his heart on the recitation, for he will be rewarded in any case.
