What is the ruling on reciting the Qur’an through loudspeakers in the minaret before the prayer and announcing deaths in the village?

There is no harm in broadcasting Quranic recitations and prayers via loudspeakers, as long as it does not result in harm to people or to other mosques.

As for informing people about a person's death, there is no harm in it as long as it is not accompanied by a Sharia (definition)-forbidden act. However, it is not appropriate to raise one's voice with it or announce it via loudspeakers in mosques.
