Is discharge from the genital area considered impure, and is the anus impure based on the Hadith about washing the hands three times after waking up from sleep?

The sweat that comes out of the body is pure unless it mixes with another impurity. The anal sphincter is pure, but touching it nullifies ablution according to some scholars. As for the hadith (definition): "When one of you wakes up from his sleep, he should not put his hand into the vessel until he washes it three times, for he does not know where his hand spent the night," most scholars interpret this as a recommendation, and they hold that the default state of water is purity and it is not rendered impure by doubt.
