Is the hand with which one masturbates considered ritually impure (najis) and does it prevent one from touching the Qur'an (Mushaf)? What is the ruling on abandoning the Holy Qur'an and only reciting some short surahs during prayer? And what is the solution for lowering one's gaze from adorned women in public places?

It is advisable to make up for what has passed, work on strengthening faith, and abandon bad habits. Semen is pure, and if the hand is washed from it, it is permissible to hold the (Qur'an) with it. One should turn away from the whispers of Satan. Forgetting the Qur'an, if due to negligence and without a valid excuse, is a sin. Lowering the gaze from women is obligatory, and one must be mindful of Allah's constant observation. A sudden glance is not held against a person if they avert their gaze immediately.
