What is the ruling on touching the Qur’an without ablution with repeated action, and is that considered disbelief?

Touching the Mushaf (definition) (copy of the Qur'an) for one who is not in a state of ritual purity is not permissible according to the majority of scholars. Whoever intentionally does so commits a sin. However, this act does not reach the level of disbelief (kufr), because some jurists have permitted touching the Mushaf for one who is in a state of minor ritual impurity (hadath (definition) asghar).
