What is the ruling on reading the Qur’an from a paper or electronic Mushaf without ablution for someone who complains of frequent flatulence during ablution?

If the flatulence is continuous, such that the worshipper does not find enough time to pray with a valid purification, then he is considered to have chronic flatulence ( سلس ريح ). He should perform ablution for each prayer after its time has begun, and pray the obligatory prayer and any supererogatory prayers that follow it. He may also touch the Mushaf (definition) (copy of the Quran), and the flatulence that is emitted will not harm him. As for reciting the Quran without touching the Mushaf, it is permissible without ablution. The same applies to reciting from an electronic Mushaf, and it counts towards completing the recitation of the Quran.
