Is it permissible to translate the Qur’an into a non-Arabic language and for it to be read by disbelievers, taking into consideration Allah Almighty’s saying: "Indeed, it is a noble Qur’an in a well-preserved Register; none shall touch it except the purified?"

The Quran cannot be translated in a way that perfectly matches its precision, style, and miraculous nature. A scholar can express what they have understood from the meanings of the Quran in another language to clarify its guidance, rulings, and lessons. However, this explanation is not considered the Quran and does not hold its status; rather, it is akin to the exegesis (tafsir (definition)) of the Quran in Arabic. It is permissible for a person in a state of major ritual impurity (junub) and for disbelievers to touch a translation of the meanings of the Quran in a language other than Arabic, and to touch its exegesis in Arabic.
